Action to scroll left/right/up/down. Modified from javax.swing.plaf.basic.BasicScrollPaneUI.ScrollAction. Gets the view parameters (position and size) from the Viewport rather than directly from the view - also only performs its actions when the relevant scrollbar is visible.
